Massachusetts has always been a leader in innovation and manufacturing. Today, it is also one of the nation’s most important defense states.

The recently released Strategic Hub for Innovation, Exchange and Leadership in Defense (SHIELD) Report highlights the tremendous opportunity—and responsibility—for Massachusetts manufacturers to strengthen our nation’s defense industrial base. According to the report, Massachusetts’ defense and national security ecosystem contributes $48.6 billion annually to the Commonwealth’s economy, supports approximately 140,000 jobs, ranks 10th nationally in Department of Defense spending, and has secured more than $1.4 billion in Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) awards over the past five years.

These numbers demonstrate that defense is far more than a single industry in Massachusetts; it is a critical driver of innovation, advanced manufacturing, economic growth, and national security.

The SHIELD Report also delivers an important message: Massachusetts doesn’t need to build a defense ecosystem from scratch. It already has one. The challenge is strengthening it by helping manufacturers commercialize innovation, increase production capacity, build resilient supply chains, develop skilled workers, and meet increasingly complex federal requirements.
